At the time of independence, there were three major types of land tenure systems prevailing in the country. The basic difference in these systems was regarding the mode of payment of land revenue. The Zamindars were made responsible for the collection of the rent. It was later extended to Madhya Pradesh and Punjab. The responsibility of collecting and depositing the rent lied with the village headmen.

Tax from the land was a major source of revenue for the kings and emperors from ancient times. But the ownership pattern of land had witnessed changes over centuries. During Kingship, land was divided into Jagirs, Jagirs were alloted to Jagirdars , these Jagirdars split the land they got and allocated to sub-ordinate Zamindars.
